Ernst Haeckel Explanation: The recapitulation theory was proposed by Ernst Haeckel in 1866. This theory, also known as the biogenetic law, states that the embryonic development of an organism (ontogeny) repeats or “recapitulates” the evolutionary history of its species (phylogeny). In other words, during development, embryos pass through stages resembling the adult forms of their ancestors in an abbreviated form.
